
Before beginning a renovation or HVAC upgrade, it is important to evaluate whether any suspect building materials may be disturbed during the work. Asbestos, lead-based paint, mold, and other hazardous materials can affect project planning, worker protection, and indoor air quality, so pre-construction review and testing should be completed as needed before work begins.
Original Asbestos Management Plans and AHERA updates (where applicable to schools), may not fully reflect current project conditions. A pre-construction review can help identify what materials are present, determine whether sampling is needed, and confirm whether documentation should be updated before the project moves forward.
Asbestos Management and Operations & Maintenance
In buildings where asbestos-containing materials are managed in place, an Operations and Maintenance Program is used to reduce exposure and preserve the condition of those materials. These programs typically include training, routine inspections, cleaning procedures, safe work practices, and surveillance.
The purpose of an O&M Program is to manage asbestos-containing materials that do not require immediate removal while limiting the potential for fiber release.
Indoor Air Quality
Indoor air quality concerns may also arise during renovation, HVAC work, or normal building operations. Dust, fumes, vapors, gases, moisture, and other airborne contaminants can affect occupant health and may require testing or monitoring.
When IAQ issues are identified, monitoring can help determine the source and pathway of the problem and support remediation or clearance if corrective work is needed.
New Jersey and Other States
In New Jersey, asbestos-related projects must follow applicable state requirements, including the New Jersey Construction Code asbestos provisions in N.J.A.C. 5:23-8 and the state’s asbestos control and licensing requirements under the Asbestos Control and Licensing Act and related regulations. For construction activities involving asbestos, OSHA’s asbestos standard for construction, 29 CFR 1926.1101, also applies.[nj]
Requirements may differ in New York, Pennsylvania, and Delaware, so project teams should confirm the applicable federal, state, and local rules before work begins. This is especially important when the work may involve occupied buildings, regulated facilities, or materials suspected to contain asbestos.
Industrial Hygiene Activities
Industrial hygiene work in this context may include:
- Facility assessments to identify suspect materials and evaluate exposure concerns.
- Bulk sampling and laboratory analysis of suspect building materials.
- Air sampling and monitoring for asbestos, mold, and other contaminants.
- Dust, wipe, or surface sampling when needed to evaluate conditions.
- Project monitoring during active work to confirm control measures are being followed.
- Clearance sampling after remediation or abatement work is complete.
These activities help support safer renovation and remediation projects by identifying hazards and verifying control measures.
