On May 17, the Pennsylvania Department of Environmental Protection held a Storage Tank Advisory Committee (STAC) meeting. On behalf of PCIC, Scott W. Nowicki, Director of Inspection Services for TTI Environmental, serves as the primary voting member of this 15-person committee that discusses issues and provides technical advice to the PADEP.
Of interest to DEP-regulated storage tank owners in Pennsylvania was STAC’s recommendation to present the revised storage tank regulations (Chapter 245, Administration of the Storage Tank and Spill Prevention Program) to the Environmental Quality Board for final-form rulemaking. Notable proposed changes include a new cathodic protection testing form for routine CP inspections, a three-year in-service inspection interval for vaulted aboveground storage tanks (previously 10 years), and a five-year in-service inspection interval for aboveground storage tanks less than 21,000 gallons (previously 10 years). The revised regulations are anticipated to go into effect in late 2018. PCIC and TTI Environmental will continue to monitor this, and TTI has offered to provide education once the rulemaking is finalized.
