Faced with the challenge of properly cleaning up contaminated sites in a timely manner, the New Jersey Department of Environmental Protection (“NJDEP”) worked closely with the Legislature and stakeholders to develop legislation that dramatically altered the process for conducting environmental investigations and cleanups. In May 2009, the Governor signed the Site Remediation Reform Act (“SRRA”) into law.
SRRA established a licensing program for Site Remediation Professionals (“LSRPs”) who have responsibility for oversight of environmental investigation and cleanups. The LSRP’s highest priority is protection of public health and safety and the environment. Although the law changes the administrative process, it maintains the existing NJDEP clean-up standards. The NJDEP continues to have final authority over the clean-up process by requiring that remediating parties comply with applicable regulations, but the day-to-day management of cleanups is overseen by LSRPs.

Leslie Baechler, an environmental scientist with over 19 years of experience, has been with TTI since 2017. As an experienced professional Ms. Baechler provide services for a wide range of industrial, education, commercial and lending clients. Along with specialized services in New Jersey include preliminary assessments, remedial investigations, Child Care Center/Educational Facility Indoor Environmental Health Assessments (IEHA), Ms. Baechler is a subject matter expert (SME) on multi-media sampling procedures; specializing in vapor intrusion (VI).
Andy Basehoar has been with TTI since 2013 and in the environmental field for over 14 years providing services for a wide range of clients. Mr. Basehoar provides senior level consulting services in areas including oversight of due diligence projects including Phase I & II Environmental Assessments and management of multi-level environmental investigation/remediation projects at federal facilities, commercial and industrial sites. Mr. Basehoar is the National Account Manager for several lending institutions.
Craig Durand is the President and a Shareholder of TTI and oversees the performance of environmental consulting and contracting services. In the environmental field since 1985, Mr. Durand is licensed by the State of New Jersey as a Licensed Site Remediation Professional (LSRP), a NJDEP Subsurface Evaluator, and is a senior level Certified Hazardous Materials Manager (CHMM) with extensive experience in environmental remediation, regulatory compliance, health and safety and emergency response. Mr. Durand possesses a wide range of technical skills and in-depth knowledge of remedial investigations, regulatory compliance, tank management services and hazardous waste cleanup.
Kristin Heimburger has been in the environmental field for 19 years and with TTI since 2002. Ms. Heimburger the Director of the Environmental Consulting Division and a State of New Jersey Licensed Site Remediation Professional (LSRP). She has extensive experience with regulatory agencies including NJDEP, NYSDEC, PADEP, VADEQ, DNREC and MDDNR, and environmental tasks including gas station closures, industrial site cleanups, environmental impact assessments, vapor intrusion assessments, pesticide remediation, historic fill investigations, and underground storage tank closures.
