In the world of environmental consulting, success is often measured by the ability to navigate complex regulations, manage diverse projects, and, most importantly, prioritize the protection of public health and the environment. Meet David DiPascale, a dedicated professional who started his journey as an intern and has worked his way up to become a New Jersey Licensed Site Remediation Professional (LSRP). We are happy to acknowledge his career progression, showcasing his dedication, expertise, and recent achievement of passing a stringent test to earn his LSRP license.
The Early Days: David DiPascale’s journey began in 2013 as an intern where he provided invaluable assistance to the Above Ground Storage Tank Inspections department and the Industrial Hygiene department. His commitment was evident in his work on the company’s Health and Safety Program, ensuring compliance with OSHA standards. Even in the early stages of his career, David demonstrated a passion for environmental protection and a strong work ethic. David earned his BS in Integrated Science and Technology from James Madison University, graduating in 2014.
Building the Foundation: In 2014, after completing his internship, David continued to excel as an Environmental Associate in the Environmental Consulting Division of TTI. During this phase of his career, he played a crucial role in Phase I/II Environmental Assessments, site sampling, and waste cleanup. His responsibilities included field screening of soils, groundwater monitoring, well sampling, and conducting environmental assessments for real estate transactions. His attention to detail and commitment to quality laid the foundation for his future success.
Rising through the Ranks: In 2022, David took on the role of Project Manager, providing consulting services for a diverse range of clients, including industrial, commercial, and residential projects. His responsibilities expanded to overseeing due diligence projects, managing environmental investigations, and ensuring the closure of regulated and unregulated underground storage tanks. Notably, he played a key role in projects at federal facilities, gas stations, and commercial/industrial sites. As a Project Manager, David’s duties included the management and review of Phase I/II assessments, proposal development, project budget management, and invoicing. As Project Manager, he learned how to successfully oversee cases from start to finish.
The Pinnacle Achievement: One of David’s most recent and significant achievements is obtaining the prestigious New Jersey Licensed Site Remediation Professional (LSRP) license this November 2023. This accomplishment reflects his expertise in overseeing environmental investigations and cleanups, with a primary focus on protecting public health, safety, and the environment. The stringent test required to earn this license is a testament to his dedication to his craft and his commitment to upholding the highest standards in environmental remediation.
David’s journey from intern to Licensed Site Remediation Professional is a testament to his unwavering commitment, dedication and expertise in the field of environmental consulting. His career progression showcases not only his personal growth but also the trust and confidence placed in him by his colleagues and clients. In 2009, the Site Remediation Reform Act (SRRA) was signed into law which establishes a program for the licensing of LSRPs and an LSRP Board that issues licenses to qualified individuals to conduct the remediation of sites in New Jersey.
A Licensed Site Remediation Professional (LSRP) is defined in C58:10C (Site Remediation Reform Act) as an individual who is licensed by the Site Remediation Professional Licensing Board (SRPLB) pursuant to C.58:10C-7. Simply stated, LSRPs are individuals with demonstrated educational requirements and experience remediating sites in New Jersey, who have passed a proficiency examination administered by the SRPLB and have been licensed by the SRPLB to oversee remediation in New Jersey.
LSRPs are bound by a strict code of conduct outlined within C.58:10C-16 and N.J.A.C. 7:26I-6 (Regulations of the New Jersey Site Remediation Professional Licensing Board) and are required to perform remediation in accordance with applicable New Jersey statute and regulation. The LSRP’s highest priority is the protection of public health and safety and the environment.
