BILL STAFFORD – SENIOR VICE PRESIDENT
Bill Stafford has been promoted to Senior Vice President. Bill has played a key role in expanding the Construction and Contracting Division, enhancing technical capabilities, integrating advanced project software, and fostering a strong safety culture. In his new position, Bill will continue to influence project management, departmental efficiencies, and profitability, while also helping develop new services and technological advancements.
Bill has served as Vice President of Contracting and Construction, managing storage tank and site remediation services, supervising staff, and overseeing safety procedures. His expertise includes complex underground and aboveground tank installations, brownfield redevelopment, customized fueling stations, and large-scale soil and groundwater remediation. Bill is directly involved in implementing technical specifications, contract execution, vendor selection, and cost estimating. He holds an AA in Business from Gloucester County College and a BS in Environmental Studies from Chadwick University, along with certifications from API, STI, ASNT, PADEP, and NJDEP. Bill’s leadership is characterized by a hands-on approach, technical excellence, and a commitment to continuous improvement and innovation.
KRISTIN HEIMBURGER – VICE PRESIDENT OF ENVIRONMENTAL CONSULTING
Kristin Heimburger has been promoted to Vice President of Environmental Consulting. Kristin has expanded the environmental department’s revenues and service lines while mentoring young professionals. In her new role, she will develop strategic practices in project accounting and management and lead the division by overseeing regional and service line managers.
Kristin is a State of New Jersey Licensed Site Remediation Professional (LSRP) and previously served as Director of the Environmental Consulting Division. She manages a team of 14 professionals and has expanded TTI’s consulting footprint to NYC, Pittsburgh, and Washington, DC. Kristin’s expertise includes regulatory compliance, site remediation, environmental impact assessments, vapor intrusion assessments, and due diligence projects. She has worked closely with agencies such as NJDEP, NYSDEC, PADEP, VADEQ, DNREC, and MDDNR. Prior to joining TTI, Kristin worked with the Environmental Management Assistance Program (EMAP), conducting energy audits to help small businesses reduce their environmental impact. She is an active member of ULS and LSRPA and holds a BS in Environmental Science from the University of Scranton. Kristin is known for her strategic vision, client focus, and ability to lead multidisciplinary teams on complex projects.
CHRIS HALL – DIRECTOR OF CONSTRUCTION AND CONTRACTING
Chris Hall has been promoted to Director of Construction and Contracting. Over the years, Chris has successfully managed numerous complex construction projects for TTI, building strong relationships with clients and subcontractors alike. In his new role, Chris will oversee department staff, manage daily operations, and focus on developing our project management team while strengthening both existing and new client relationships.
Chris joined TTI as a Senior Project Manager and holds a Bachelor of Science in Business Administration & Management from Towson University. He has extensive experience in project scheduling, site safety planning, permitting, vendor management, and contract administration. Chris has played a key role in preparing and maintaining project schedules, developing testing protocols, and ensuring compliance with regulatory requirements. He is certified in DC and Maryland tank systems and holds Franklin Fueling System certification. Chris’s attention to detail, proactive communication, and dedication to quality have made him an invaluable leader on challenging projects.

Vice Presidents Tim Popp and Karen Buniak will continue in their current roles, with Tim leading the Industrial Hygiene group and Karen heading Business Development.
